Hilo Public Meeting (In-Person & Virtual) for Consolidated Plan 2025-2029

The County of Hawaiʻi is planning for its 2025-2029 Consolidated Plan (CP) with the U.S. Department of Housing and Urban Development (HUD) and the State of Hawaiʻi - Hawaiʻi Housing Finance and Development Corporation (HHFDC).

The purpose of the CP is to ensure that jurisdictions receiving Federal HUD assistance plan for the housing and related needs of low- and moderate-income families in a way that improves the availability and affordability of decent, safe, and sanitary housing in a suitable living environment.

The County's CP describes the needs, priorities, funding plans, and program certification requirements over a five-year period. The CP is required to be submitted to HUD for the County to receive its annual CDBG and ESG allocations, and for the State to receive its annual HOME and HTF allocations.

As required by federal regulations and the County's Citizen Participation Plan, the County will hold a series of public meetings to engage with the various communities to hear their views and comments on goals and priorities addressing housing, community development, and homelessness in Hawaii County for the next five years. Input received will assist the County in establishing its goals and priorities for future HUD grants, which will be incorporated into the 2025-2029 Consolidated Plan.

The County encourages its citizens, especially persons of low and moderate-income, minorities, non-English speaking persons, and persons with disabilities to participate in these public meetings.

Persons requiring special needs (i.e. sign language or bilingual interpreters) may call the OHCD at 808-961-8379 at least ten (10) days prior to the meetings so arrangements can be made.

Survey of Housing and Community Development Needs and Priorities

Persons unable to attend a meeting are encouraged to take the Survey of Housing and Community Development Needs and Priorities for the 2025-2029 Consolidated Plan. This survey is part of the consultation process to hear the community's input on how federal dollars should be applied towards housing, special needs, homeless and community development priorities for the 2025-2029 Consolidated Plan.
