Housing Voucher Program

The Housing Choice Voucher (HCV) Program, commonly known as Section 8, is the federal government's major program for assisting low-income families, which may include elderly individuals or people with disabilities to afford decent, safe, and sanitary housing in the private market. Here are some of the Benefits for Participating Landlords. You may also sign-up for the next New Landlord Orientation on the Big Island by emailing: landlord.housing@hawaiicounty.gov.

This video explains the basics of the HCV program, some benefits, and how prospective landlords can participate:

Becoming a Partner Landlord

Landlords/Owners can become a Section 8 Landlord by simply filling out paperwork, passing an inspection/approval and setting up direct deposit.

You may list your rental as you normally would, online or in the newspaper. Landlords don't need to be pre-signed up with the County Housing office to accept Section 8. You may indicate in your ad "Section 8 Welcome". Once you select a Section 8 tenant, you'll fill out paperwork. Get the "Rental Packet" from the tenant, fill it out, and submit with a "Proposed Unsigned Rental Lease Agreement" to get the process started.

County Housing Inspection VS Owner/Landlord/Property Manager Inspection

Is there a difference?

YES. OHCD "County Housing" is financial help with rent. Owners/Property Managers must continue to property manage the rental and conduct their own inspections. We highly recommend that Owners/Property Managers schedule quarterly inspections with their tenants.

Reporting Non-Payment of Tenant Portion

Landlords: Please report any non-payment of tenant portion of rent timely to sec8info@hawaiicounty.gov.
