On March 23, 2022, the County of Hawaiʻi enacted Ordinance 22-26, allocating 75% of Residential Tier Two property tax revenues for five fiscal years to address homelessness and enhance housing solutions. This funding is designed to address both the immediate needs of individuals facing homelessness and housing instability, as well as to support long-term access to sustainable housing solutions.
Before the enactment of Ordinance 22-26, direct investment in homelessness services and housing with supports within the County was limited to funding from Federal and State governments, as well as private grants and donations.
The County's investment enabled a diverse range of voices from across the island to contribute to the development of a strategic investment framework aimed at reducing homelessness on Hawaiʻi Island. This collaborative effort included service providers, individuals with lived experience, philanthropists, landowners, housing developers, business leaders, County staff from various departments, advocates, and other key stakeholders. Their collective input led to the creation of the Strategic Roadmap for Homelessness and Housing — County of Hawaiʻi.
The Homelessness and Housing Fund is guided by the principle that homelessness should be rare, brief, and non-recurring. To realize this goal, the fund’s management utilizes key performance metrics inspired by the U.S. Department of Housing and Urban Development’s System Performance Measurements. The County of Hawaiʻi through the Office of Housing and Community Development requested proposals from public agencies, approved non-profit organizations and for-profit organizations between August 14, 2024, and September 16, 2024, for Homelessness and Housing Fund grant awards.
The Homelessness and Housing Fund awards grants to public agencies, approved non-profit organizations and for-profit entities to support and enhance both existing or proposed projects or programs that directly align with the priorities detailed in the Strategic Roadmap for Homelessness and Housing — County of Hawaiʻi. This collaborative effort ensures that investments are targeted and effective in addressing homelessness within the County.
The estimated amount of funding for Fiscal Year 2024-25 is not to exceed $10,500,000.00.

We are pleased to present the initial 10-month report covering the period from May 1, 2023, to February 29, 2024, offering insights into our progress, challenges, and the impact of our initiatives.

The OHCD will continue its active collaboration with grantees to enhance data collection methods aimed at reporting an unduplicated count of encounters. By refining data collection and processes, our goal is to accurately capture and report the unique instances of engagement with individuals experiencing homelessness or housing insecurity. This concerted effort ensures that our reporting reflects a true representation of the impact and scope of our initiatives, enabling more informed decision-making and resource allocation to address the multifaceted needs of our community.
Additionally, we are excited to announce our ongoing efforts to enhance transparency and accessibility by implementing an interactive dashboard, slated for completion by the end of summer 2024.
