In April 2021, the U.S. Department of Housing and Urban Development (HUD) announced the allocation of $6,413,733 to the State of Hawaiʻi in the form of HOME Investment Partnerships Program ‐ American Rescue Plan (HOME‐ARP) funds under Fiscal Year (FY) 2021. This one‐time funding was purposed with creating opportunity to meet housing and service needs of Hawaiʻi’s most vulnerable populations. The City and County of Honolulu is an entitlement jurisdiction and will receive its own allocation. Funds received through the state’s Hawaiʻi Housing Finance and Development Corporation (HHFDC) will be used to serve qualifying populations within the neighbor island counties of Hawaiʻi, Kauai, and Maui.


Application Process and Availability of Funds

  • The County of Hawaiʻi anticipates receiving a one-time allocation of approximately $1,977,568 in HOME-ARP funds.

  • 2024 HOME-ARP Proposal applications closed on November 15, 2023.

2024 Public Hearings

The County of Hawaiʻi’s Office of Housing & Community Development (OHCD) and the State of Hawaiʻi Housing Finance and Development Corporation (HHFDC) began its 2024 Consolidated/Action Plan process for the CDBG, HOME, HOME-ARP, and HTF programs. As required by federal regulations, the County, in conjunction with the State, held public hearings on August 10, 2023 and August 23, 2023.

Eligible Applicants include:

Eligible Populations

HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations:

Eligible Activities

HOME-ARP funds can be used for four eligible activities.

  • *Production or Preservation of Affordable Housing
  • Tenant-Based Rental Assistance (TBRA)
  • Supportive Services, including services defined at 24 CFR 578.53(e), homeless prevention services, and housing counseling.
  • Purchase and Development of Non-Congregate Shelter. These structures can remain in use as non-congregate shelter or can be converted to: 1) emergency shelter under the Emergency Solutions Grant program; 2) permanent housing under the Continuum of Care; or 3) affordable housing under the HOME Program.

*HOME‐ARP funds will be utilized for the development of affordable rental housing within the three counties of Hawaiʻi, Kauai, and Maui.


Compliance with Applicable State and Federal Regulations

Recipients and sub-recipients selected to receive HOME-ARP funds for eligible projects will be required, if applicable, to certify, provide documentation and assure that it will comply with the following regulations, policies, guidelines, and requirements with respect to the acceptance and use of federal funds.
